Deborah D. McCoy, President
Debbie organized SDMS in 1987 to support Colorado's Title 32 Special Districts.
Debbie's depth of knowledge makes her a recognized authority on Title 32 and the unique roles and opportunities for Colorado Special Districts. Under Debbie's leadership, SDMS serves a broad range of districts, including water and sewer districts, fire protection districts and multi-purpose metropolitan districts in various stages of development, as well as more specialized entities such as urban renewal authorities and tax increment financing districts.
Debbie has worked with special districts since 1978. She monitors legislative activities relating to special districts and conducts educational seminars about their unique features and challenges. She is a recognized expert on the details of Colorado election law and its administration. Debbie has served in various roles as panelist and/or committee member for the Colorado Special District Association, the Colorado Division of Local Government and the Colorado Secretary of State.

AJ Beckman, District Manager
AJ has more than 20 years of experience in the real estate industry, with emphasis on homeowners' association management, management of major construction and ongoing maintenance projects, acquisition and structuring of grant funding and debt financing, and coordinating/communicating with constituents, state and local governmental entities, and other stakeholders.
AJ joined SDMS in 2005. He provides hands-on management for a number of complex districts and ownerships of commercial, residential and mixed use developments. His in-depth knowledge of the operational and financial intricacies of each client's concerns allows him to tailor his support to each client's needs.
A Colorado native, AJ attended the University of Colorado at Denver and earned his Real Property Administrator certificate from the BOMI Institute. AJ is a member of the Building Owners and Managers Association International, and is a licensed real estate broker.

Ann Finn, District Manager
Ann joined SDMS as a manager in 2004, after working as a paralegal on Title 32 legal matters the previous 20 years. Ann is an expert on all facets of district operations and management. She conducts workshops on various subjects including election administration, training of election judges, and assorted statutory compliance matters. Ann has extensive experience conducting due diligence for bond issuances, statutory compliance, budget and audit processes, and facilitating service plan approval processes with local governments.
A Colorado native, Ann earned a degree in Business from Western State College and a Paralegal Certificate from the Denver Paralegal Institute. She is a member of the Colorado Paralegal Association.

Lisa Jacoby, District Manager
Lisa came to SDMS in 2007, following more than 20 years of experience in land development and construction administration. Her expertise ranges from managing the entitlement process and preconstruction services, to coordinating and executing construction projects with contractors, consultants and jurisdictions, culminating with completion of project warranty and acquisition of final acceptance.
Lisa's districts have benefited from her discerning insights into fiscal responsibility. Her attention to budget constraints and effective strategy for collecting lost income help ensure that our Districts achieve their financial objectives.
Lisa has served on numerous developer-established home owner associations and special district boards. Lisa's balanced insights into homeowner needs and perspectives, as well as those of developers and builders, are valuable resources for clients of SDMS.

Lisa A. Johnson, District Manager
Lisa has over 20 years of experience working with federal, state and local governments, including her tenure as the Utilities and Public Works Manager for the Town of Superior. She joined SDMS in 2006. Lisa's primary areas of expertise include management issues involved with water and wastewater operations, distribution and collection systems, contractor supervision and contract oversight, budget preparation, and utility billing and fee collection.
With Lisa's hands-on management style, she enjoys tackling challenges and securing consensus from the communities and other stakeholders our Districts serve. Combining her election expertise with her talent for gaining the support of residents, Lisa recently spearheaded a drive to educate and inform the public of a ballot issue to approve a never-before-imposed mill levy. The ballot issue passed, generating much needed revenue to fund increased operating expenses and future capital improvements.
Lisa graduated Magna Cum Laude from Regis University with a Bachelor of Science degree in Public Administration. While at Regis, she also earned the prestigious Public Administration Certificate.

Leon Gomes, District Manager
Leon joined SDMS in 2012 to serve the management needs of special districts from its Southern Colorado Branch office, located in the Colorado Springs area.
Leon began working with special districts when he was asked to be the Designated Election Official for the Peyton Fire Protection District, in 2008. He was appointed to that board in 2009, and currently serves as its President. He has also been the Designated Election Official for a neighboring fire protection district. In addition to his special district service, Leon has served on governmental and nonprofit boards since 1979.
Leon was employed in the insurance industry for 25 years, as an insurance agent for a major insurance company, and as a project manager for an insurance-related software firm. He earned a Certificate in Nonprofit Leadership & Management from California State University - Fresno while he was managing a nonprofit organization.

T Steele, CLM, Director of Administration
T joined SDMS in 2011 after having spent the prior 20 years as Legal Administrator for several downtown Denver law firms. Her vast experience in back-office administration made her the ideal candidate to enhance our staff in our Lakewood office. T brings a wealth of knowledge to our firm in the areas of financial planning, budgeting and forecasting; client billing and collections; human resources management including benefits and retirement plan administration, compensation, performance measure and management, policy and procedures development, and recruiting and retention; conflict resolution; IT activities including website design and development, software implementation and training, and hardware management and administration; professional liability and commercial insurance administration; vendor relations; and facilities operation and management.
T has been a member of the National and Mile High Chapters of the Association of Legal Administrators since 1996. Her continued participation in the exceptional education opportunities provided by the group to its members is critical to keeping pace with rapidly changing laws, rules and regulations in all facets of human resources, and business operations and management. T sat for the National Association of Legal Administrators' Certified Legal Managers' (CLM) exam in 2004 and earned the association's most prestigious accreditation, the CLM Certification.

Dan Cordova, Project Manager
Since joining the SDMS team in 2007, Dan has been involved in establishing the effective and efficient operation and maintenance of district assets and improvements through implementing coordination among developers, contractors, and district representatives. The services he has provided include, but are not limited to, creating Requests for Proposals, obtaining bids, overseeing and enforcing contracts and service agreements, and acting as a liaison between districts and their residents in matters of complaints, concerns, and inquiries.
Throughout his tenure with SDMS, Dan has also acted as an onsite Field Technician, performing duties such as meter reading, water meter installation and repair, managing and processing UNCC utility locate requests, and locating and marking underground district facilities.
A Colorado native, Dan attended the University of Puget Sound and the University of Colorado at Boulder and has work experience in maintenance and customer service. Dan is an ABPA Certified Backflow Prevention Assembly Tester.

George Turtle, CPA, Director of Accounting
George joined SDMS in 2006 as Director of Accounting. Since joining SDMS, he has systematically expanded our capacity to deliver a full range of client financial services.
George combines over 30 year's experience in finance and accounting, in both private business and local government. His varied background in finance and accounting makes him a valuable asset for client support in the areas of financial reporting, long range planning, capital project tracking and cost control, budgeting, audits, special financial reports, banking relations, projections for bond issues, and providing continuing disclosure information to bond holders and trustees. His interpersonal skills and ability to work with boards, staff and the financial community provide clients with an excellent resource.
George holds a Bachelor's Degree from Colorado State University and a Master's Degree in Business Administration from the University of Phoenix. He is a Certified Public Accountant and is a member of Colorado Society of CPA's. Since 1993, George has served on the Board of Trustees for CSAFE, an investment pool for Colorado local governments.

Divena Mortimeyer, CPA, Senior Accountant
Divena's experience in governmental accounting includes six years in the position of Senior Auditor for a Colorado CPA firm. Prior to that assignment, she worked for two years as Staff Accountant in the financial reporting group of a large energy company in Denver. Immediately prior to joining SDMS in 2011, Divena spent three years in northern China teaching English to Business and English majors.
Divena graduated with a Bachelor of Science in Accounting, Cum Laude, from Metropolitan State College in Denver, and is a Certified Public Accountant. Divena's education and experience in all aspects of governmental accounting and finance make her a valuable resource for clients of SDMS.

Lindsay J. Ross, Accountant
Prior to joining SDMS in 2011, Lindsay worked in positions of increasing responsibility for several homebuilders active in the Denver area. Her positions have included her most recent, Operations Manager for 8 years and, preceding that role, Purchasing Manager and Purchasing Assistant for 4 years. Lindsay has extensive experience in accounts payable, banking liaison, job cost accounting, budgeting, financial statement preparation, preparing settlement statements and closing documents, purchasing, and contract management. Her broad exposure to the nuts and bolts of managing a successful homebuilding business gives her a unique perspective on the support services provided by SDMS and make her a key member of the SDMS family.
Lindsay attends Metropolitan State College in Denver in her "spare time", when she's not being a mother or working at SDMS. She is on track to earn her Bachelor of Science, Accounting major, in December 2013.

Karen J. Steggs, Administrative Division Manager
Karen is a Colorado native with over 20 years of experience in customer service, sales, administrative support, training and management. Prior to joining SDMS in 2004, she worked with several government and private sector employers, including two 1-year assignments in Antarctica with the Antarctica Naval Support Services.
Karen has engaged in varied assignments of increasing responsibility for providing client services. In her current assignment as Division Manager, Karen continues to function as an integral member of the SDMS team.

Kendra Haubert, Utility Billing Manager
Kendra has extensive experience in customer service. Prior to joining SDMS, she worked in customer relations at North American Title Company where she processed both residential and commercial properties. Since joining SDMS in 2004, Kendra has specialized in utility billing including water, sewer and irrigation, application of service fees, maintenance and operation fees, capital recovery, trash fees, collections for meter and inspection fees and lien administration. Her experience also includes extensive work with and knowledge of text and ACH files. Kendra's ongoing responsibilities include daily contact with residents, property owners, title companies and home builders.
